Main Contractor Tender- First Stage Tender Stage 2
Tender for Main Contractor
Main Contractor’s pre-construction fees, preliminaries, overheads and profit and where applicable any enabling/early works packages will be sought in the first Stage.
A first Stage tender enquiry document will be issued to the agreed Main Contractor list to include, but is not limited to:
- Instruction to tenderers
- Pre-construction services agreement
- Form of contract
- Imperial College tender enquiry document including works information
- Architectural drawings and outline specifications
- M&E drawings and outline specifications
- Structural drawings and outline specifications
- Specialist information
- Tender opening
Tenders will be returned to the Category Manager (Construction) via Intend, eProcurement System. The Category Manager (Construction) will open the tenders and confirm receipt of tenders
Tender Analysis
Imperials standard tender analysis is based on a range of 50/50 to 70/30 weighting for cost and quality although Imperial reserves the right to adjust these percentages further based on the specific requirements of the project.
Tenders may be subject to internal analysis based on:
- Tender price
- Risk
- Quality of tender submission
- Completeness of tender submission
- Post tender interview
- Quality of works
Selected tenderers will be invited to attend a post-tender interview where they will be given an opportunity to present their proposal and to answer any questions arising from the Design Team. It should also be used to introduce the Construction Team (this should, unless under exceptional circumstances, be the team including the proposed M&E sub-contractor and any specialists the contractor intends to carry out the delivery of the project).
The tender interview template will be completed based on the specific requirements of the project. The Project Team members may be asked to submit a number of questions which will be posed to each contractor (these must be the same questions to allow for accurate assessment).
Tender interviews will typically be scheduled to last for one hour. The Project Team will allocate a minimum of 10 minutes between each interview to allow for reaching a consensus on interview performance based on interview performance.

Main Contract
Following successful negotiation of first Stage, the Main Contractor will be appointed on the College Standard Pre-Construction Services Agreement to provide consultancy services that include but is not limited to:
- Buildability
- Construction operations
- Programme
- Cost
- Logistics
- Access
- Surveys and validations
- Enabling works
- Work package negotiation and procurement
- Attend pre-contract risk workshops (link to risk management)

Issue second Stage tender, Stage 3 design packages for costing by contractor leading to main contract award.
