Imperial College London, as the client, has a legal responsibility under the Health and Safety at Work Act 1974 to protect its own employees, including protection from works being undertaken by contractors, or other third parties, on premises owned or under the control of the client.
Imperial fulfils these duties by employing competent persons to undertake proportionate monitoring of the contractors activities on Imperial's properties.
At Imperial, these duties are undertaken by the Estates Development and Projects Construction Safety Team and the Project Managers, who are suitably trained to carry out monthly site inspections using an agreed system and standard criteria outlined in a pro-forma.
Imperial has developed a Red, Amber, Green (RAG) reporting system which notes the various site issues to be reviewed. The outcome of these inspections are discussed and agreed with the Head of Health and Safety.
Projects that are managed by external Project Managers who may feel they do not have the necessary skills, knowledge and experience, will have these site monitoring inspections undertaken by the client’s Construction Safety Team.
